JOB CHARACTERISTICS: The Human Resource Assistant Manager will work alongside the Chief Human Resource Officer with routine functions of the Human Resources (HR) department including hiring and interviewing staff, benefits, leave, and enforcing company policies and practices.
ESSENTIAL FUNCTIONS: Partners with the leadership team to understand and execute the organization's human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.
Assist the CHRO with providing support and guidance to HR generalists, management, and other staff when complex, specialized, andsensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations and investigating allegations of wrongdoing.
Assist with the management of the talent acquisition process, which may include recruitment, interviewing, and hiring ofqualified job applicants, collaborates with departmental managers to understand skills and competencies required for openings.
Assist with analyzing trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.
Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
Administer various employee benefits programs, such as group health, flexible spending accounts, dental and vision, accident and disability, life insurance, 401(k), and wellness benefits.
Conduct benefits orientations and explain benefits self-enrollment system.
Prepare and set up meetings designed to help employees obtain information and understand company benefits and other related incentive programs.
Ensure distribution of required employee notices.
Organizes/maintains/manages/oversees workers compensation.
Manages and supports the district software systems, (Frontline, I-Visions, Safe Schools).
Completes state reports as designated.
Handles and prepares confidential correspondence and documents including those associated with personnel records, contract negotiations, disciplinary actions, and grievances for SCESD and the component school districts.
Assists with in obtaining, gathering, and organizing pertinent data as needed for SCESD and the component school districts.
Serves as a representative for the Human Resources and the Business Office at a variety of meetings where they cannot attend.
Assist with preparing Federal tax, State tax, PERS, insurance reports and misc.
payments as needed.
Cross train and provide support to all positions within the departments assigned.
Establishes payroll record for employees assuring accurate documentation and entry of wage and benefit entitlements and deductions, retirement coverage, leave entitlement, COBRA entitlements, deferred compensation and tax-sheltered annuity, and other payroll related provisions.
Coordinates with human resources on new employees to validate and/or resolve any issues concerning compensation, benefits, effective dates, etc.
May participate in the orientation of new employees in terms of compensation, benefits and entitlements, and to assist them in completion of payroll related forms and documentation.
Responds to employee inquiries on benefits and entitlements and/or refers employees to appropriate authority/office when necessary (e.
g.
, retirement systems).
Assists the departments in maintaining various databases.
Works harmoniously with other employees and deals tactfully with the public.
Respects confidential information.
Maintains regular attendance in order to preserve the continuity of service delivery for the program.
Meets standards for competent and ethical performance as outlined in OAR 584-020-0035.
Performs duties in a manner reasonably expected and generally recognized by the profession.
Performs other duties and responsibilities as assigned by the CHRO and the Superintendent.
QUALIFICATIONS (Essential Functions): Ability to train personnel.
Excellent written and verbal communication skillsExcellent interpersonal, negotiation, and conflict resolution skills.
Knowledge of Workers' Comp laws and procedures.
Knowledge of Deferred Comp laws and Tax Shelter Annuities.
Ability to work independently, evaluate data and prepare reports.
Ability to organize and prioritize multiple work projects.
Demonstrated skill in organizing office procedures and personnel including workflow.
Ability to make decisions independently according to established policies.
Demonstrated skill in locating appropriate laws, administrative rules, and regulations governing SCESD operations.
Possesses knowledge of union contracts.
Proficiency in operating office machines, including computers and telephone.
Ability to communicate and establish effective working relationships with other employees and the public.
Ability to respect confidential information.
Holds a valid Oregon Drivers License, automobile insurance and provides own transportation.

EDUCATION/CERTIFICATION: A minimum of an Associate degree required, or equivalent combination of education, training, and experience.
A minimum of 4 years of experience in Human Resources required.
Minimum of 2 years of experience in an administrative support role preferred.
WORKING CONDITIONS: Must be able to work in a normal office environment with frequent interruptions.
Must be able to deal with multiple tasks.
Must be able to work flexible hours.
While performing the duties of this job, the employee is regularly required to sit, talk and hear.
The employee frequently is required to stand and use hands to finger, handle, or feel.
The employee is occasionally required to walk and reach with hands and arms.
The employee must occasionally lift and/or move up to 25 pounds.
Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and ability to adjust focus.
