THE POSITION THE POSITION: This full time benefited position will serve in an at-will position under an elected official / Works 40 hours per week / Includes excellent benefit package, including medical/vision/dental/long-term disability/basic life coverage and County-paid PERS retirement after required waiting periods.
Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St.
location only).
Availability is subject to center waitlist.
The Employee selected for this position will serve at will for an elected official.
Job Summary: This position performs standardized appraisals of urban, rural, personal or commercial property to establish a fair and accurate value upon which taxes will be assessed.
Incumbents determine valuation of property through data collection and analysis, update assessment information and assist in preparation of appraisal appeals.
Essential Functions: This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job.
Assist with preparation of maps and aerial photos.
Inspect, verify and analyze sales for assigned appraisal area.
Assist in valuation studies such as time trend analysis, local cost modifier, depreciation schedules, market benchmarks, basic unit land values, base adjustment factors, etc.
Observe construction type and quality to classify buildings and assign appropriate costs.
Observe physical, functional and economic factors and apply appropriate accrued depreciation.
Capability to utilize on-line in-field laptops to aid in valuation process.
Assist with compiling all building permits, computer printouts, notes and accounts for assigned area.
Assist with field inspection of properties adjusting values for new construction, segregation, removal of buildings, damage, depreciation, etc.
Enter value changes into the departmental CAMA system.
Assist with response to requests for value reviews and complaints; explain appraisal process; revalue properties judged inequitable.
Assist with interpretation of appraisal facts to the public and explain general procedures of appraisal and assessment.
Assist with preparation and maintenance of appraisals, records, reports and statistical data as required by departmental policy, federal, state, county and local laws, regulations and ordinances.
Attend appropriate continuing education courses/workshops.
Ability to assist and support all internal departments as needed.
POSITION REQUIREMENTS Skills/Qualifications: This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job.
Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered.
however, the following is preferred: Three years work experience or education affording knowledge of business administration, land values or a related field.
At completion of an approved training period as a property appraiser trainee, certification as a Property Appraiser 1 is required.
Certification not necessary to apply.
Desirable Qualifications: Computer operation and considerable knowledge of computer software.
Knowledge of: Basic knowledge of real estate values.
Desired Skill in: computer operation and considerable knowledge of computer software Skill in: Performing mathematical and statistical calculations; operation of office equipment including calculator, camera, copy machine, microfiche reader and automated equipment and systems; reading aerial photos and maps; use of reference manuals for valuation purposes; writing clear and concise records, reports and statistical data.
Ability to: Communicate effectively in both oral and written form; perform research; make decisions independently in accordance with established policies and procedures and use initiative and judgment in completing tasks and responsibilities; use sound judgment in making decisions; gather and analyze sales data and compile into meaningful reports; establish and maintain records and statistical data; understand and interpret deeds, legal property descriptions and maps; effectively and efficiently manage time to meet deadlines; prepare reports; courteously meet and deal effectively with other employees, property owners, boards, courts, real estate and title companies, other agency representatives, fee appraisers, private agencies, businesses, professionals and the public.
Required At time of appointment, must possess valid Oregon drivers license Regular and consistent attendance Position requires driving.
Finalist will be required to provide a driving history that meets the Douglas County Driver Policy as part of contingent offer of employment Physical Demands: Work is performed in the office and in the field and may require bending, climbing, hearing voice conversation, keyboarding, data entry, lifting up to 30 pounds, walking rough terrain, pushing, pulling and reaching.
Work performed in the field is in an environment which involves everyday risks and discomforts and sometime adverse weather conditions requiring safety precautions.
A considerable amount of driving is typically required.
Office environment involves, but is not limited to, viewing and reading computer screens, filing, scanning, data entry, phone conversations and an open working environment.
Driving Requirements: Position requires driving.
Finalist will be required to provide a driving history that meets the Douglas County Driver Policy as part of contingent offer of employment.
SCREENING & EVALUATION Background Investigation: While not part of initial applicant screening, the finalist for this position may be required to pass a criminal history background check as part of a contingent offer of employment.
Conviction of a crime may not necessarily disqualify an individual from employment.
Drug Screen: Employment is contingent upon a pre-employment drug screen.
Presence of non-prescribed drugs, including marijuana, on drug screen results will result in disqualification pursuant to the County's drug and alcohol policy.
