Duties As the Property Management Specialist in this position, you will: The incumbent serves as the District Property Manager and is responsible for providing direction and guidance to management for district-wide compliance related to real property, personal property and fleet programs.
The incumbent is responsible for monitoring and evaluating district operations to ensure compliance with Federal, Departmental, and BLM policies and procedures.
Responsible for the Property Management Program at the District; manages all personal and real property management programs.
Manages personal property and capitalized items as well as other government property not controlled in the Financial Business Management System (FBMS).
The incumbent oversees tracking and distribution of sensitive equipment assigned to the district.
He/she maintains inventory control over large quantities of assets by utilizing DOI's FBMS and local tracking systems.
Performs property reviews and oversees excess and personal property disposal.
Ensures personal property accountability procedures are established and that accountability is maintained.
Provides personal property training to Custodial Property Officers in district/field offices.
The incumbent manages the district fleet management program which includes acquisition, replacement, and disposal of the district's motor vehicle fleet which includes road graders, trucks, sedans, etc.
Implements and maintains statewide fleet management policies and procedures, and provides direction to the field on fleet matters, e.
g.
, determining the proper specifications for soliciting replacement motor vehicles.
Establishes and directs a district-wide fleet management program to increase vehicle utilization, extend vehicle life, and reduce fuel and maintenance costs.
Provides technical guidance on vehicle equipment requirements to optimize the return on BLM's vehicle/equipment investments.
Oversees day-to-day operations and management of government housing facilities.
Performs routine/simple inspections, manages incoming and outgoing tenants, manages collections in coordination with other staff, and coordinates necessary repairs with engineering and facilities group.

Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) assisting with the planning, management, inventory, or disposal of all personal property; (2) assisting with the acquisition, replacement, distribution, or management of warehouse equipment, fleet vehicles, or supplies; (3) providing assistance on monitoring space and real property planning and/or allocation.

Education: Have one (1) full year (18 semester hours) of graduate level education from an accredited college or university, which provided the knowledge, skills, and abilities necessary to do the work of this position.

Physical Demands: The physical requirements are those generally associated with an office or warehouse environment.

The incumbent operates a variety of motor vehicles and forklifts.
Situations can be expected to dictate working out in the open or in less comfortable surroundings and a variety of field locations.
Working Conditions: Work is normally performed in an office or warehouse setting.
Incumbent may be required to be out of doors in unfavorable conditions relating supply, real and personal property, warehouse, and fleet management duties.
