00 per hour DOE* Douglas Multi-Family Property Management seeks a qualified individual for the position of Property Manager.
The Property Manager manages the day-to-day financial operations of the property, including the eligibility of qualified residents, and ensuring the properties are in good working order.
The property is located in Roseburg.
The incumbent is responsible for being able to work in a team environment with the ability to communicate effectively both orally and in writing.
The position is a permanent full-time position of 28 hours per week.

*Position Description* The incumbent is responsible for ongoing operations of a Low Income Housing Property for Douglas Multi-Family Property Management (DMPM).
*Job Summary:*Property managers help investment property owners in preserving and increasing the value of their real estate investments.
They manage the day-to-day financial operations of the property, including finding and placing qualified tenants, and they ensure the property is in good working order.
*Essential Functions**: *The following represent the major essential and secondary duties of the position; however, they are not intended to be all-inclusive.
DMPM reserves the right to change, reassign, or combine job duties at any time.
1.
_Marketing_- maintains waiting list and keeps property(s) occupied with qualified tenants through advertising, lead follow up, property showings for prospective tenants.
2.
_Tenant Relations_- develops rental agreements, selects qualified tenants, collects deposits and rents, enforces terms of rental agreements, resolves tenant complaints, and oversees eviction proceedings if necessary.
Will perform site inspections and annual inspections.
Will be responsible for processing tenant move in and move outs.
3.
_Facilities Management_- regularly inspects property to ensure it is in good working order, quickly resolve emergency issues.
Processes all move out documents and submit them timely.
4.
_Office _– maintains the office in a clean and uncluttered environment.
Is responsible for petty cash and turns in receipts at least monthly.
Tenant files in a neat and organized order in a locked file cabinet.
Maintain office hours as posted.
5.
_Employee Relations_ – Works amicably with other employees assigned to the property(s) to create a harmonious working environment.
Creates work orders to be completed by maintenance and ensures work orders are completed.
6.
_Owner Relations_- keeps open dialogue with property owner on vacancies, tenants, physical condition of property, financial issues.
*Physical Requirements:* The position requires the ability to sit for periods of up to five hours, stand for periods of up to four hours, work on a computer for periods of up to five hours, read for periods of up to five hours, and listen for periods of up to 4 hours.
Light lifting (20 lbs.
) may be required.
*Working Conditions**:* The incumbent will work in an office.
*Administrative Responsibilities:* The incumbent demonstrates efficient office procedures and skills.
*Other Information:* Travel may be required.
*Minimum Requirements:* 1.
Knowledge of Low-Income Tac Credit rules and regulations that apply to property management.
2.
Must be able to read and comprehend Federal Regulations and appropriate laws.
3.
Knowledge of laws and standards that apply to property management, such as Fair Housing Laws, Landlord/Tenant Law, OSHA Standards, local and State Building Codes.
4.
Basic knowledge of building maintenance, fire prevention and liability reduction principles.
5.
Knowledge of basic office practices, procedures, and equipment such as telephone, fax, copier and computer.
6.
Knowledge of the agencies that provide assistance and services to residents, including knowledge of eligibility requirements.
7.
Basic knowledge of English in order to communicate verbally and in writing.
8.
Knowledge of mathematics sufficient to perform calculations required for summarizing rent collections, making rent adjustments and bank deposits.
9.
Ability to maintain concise required records such as tenant files, vacancy report, etc.
10.
Ability to read and interpret policies and guidelines in order to make sound decisions.
11.
Ability to establish and maintain effective working relationships with peers, superiors, residents, community service agencies, and the public.
12.
Ability to manage multiple priorities and multiple demands to accomplish tasks in accordance with established requirements.
Must be able to set priorities, exercise good judgment and follow-through; negotiating skills also helpful.
13.
Skilled in analyzing situations in order to identify problems and offer possible solutions.
14.
Skilled in communicating with all types of people in a wide variety of situations.
15.
Neat, clean and appropriate appearance.
16.
Must possess a valid Oregon State Motor Vehicle Operator’s license and furnish proof of a clear driving record from the Oregon Motor Vehicles Division.

Knowledge of light accounting, especially related to tenant rental transactions.
Effective communication skills and some public speaking experience.
